“How is this stuff legal?” is a question I get routinely. Here’s the gist.
First, Tannerite® and Outlaw X exploding target mixes are NOT explosives. Not by definition. Both consist of two or more components and are inert until they are combined. Even once combined, they remain very stable — requiring a violent shock (a bullet) and proper conditions to detonate.
Something to note: because of this, the ATF does not consider them explosives and requires no license to possess.
Very important: Once the components are combined, the classification changes. It’s still legal to possess and detonate — but it can NOT legally be transported. So mix and shoot on site only!
